ASK THE REFEREE Question If a defenseman clears the puck from inside his/her defending end zone face-off circle and the puck hits an opposing (attacking) team's player who is on the bench but his glove or stick is hanging over the edge of the boards and therefore below the top level of the boards, is the face off back inside from whence the clearing attempt came or is it moved outside to neutral zone as the attacking team essentially caused the stoppage? This is assuming the player on the bench made no effort to play or hit the puck. As a follow up, if the contact with the attacking player is made well above the top of the boards and it appears that the puck would clearly have left the ice surface, would that keep the face off down low? Are we to determine if the puck would have left the ice surface or not when that contact is made with the opposing player on the bench?
Answer Rule 621b states:
“A minor penalty shall be imposed on any player on the players’ bench or on the penalty bench who by means of his stick or his body interferes with the movements of the puck or of any opponent on the ice during the progress of play.”
In the situation you describe where the puck strikes a player’s glove that is hanging over the boards (puck was not leaving the playing surface), a Minor penalty for Interference should be assessed to this player. The faceoff location would follow the normal guidelines following a penalty.
If the puck leaves the ice and strikes a player seated within the bench and out of the way of play, the faceoff should be located at the point of last play (shot, deflection, etc.).

- Confirm Substitution - Send Email to scheduler and substitute to confirm substitution.
- Sign In - At game time the substitute to cross out original ref name and write in name in the apopropriate space on the schedule posted at the Rink.
INCIDENT REPORTS Contact Information Tom Buckley - 269-428-0743 - buckleyb5@aol.com Art Kale (Dist 6 "Referee-In-Chief) - artkale@hotmail.com Match Penalty - If you access a Match penalty, a Match penalty incident report must be filed with the district Referee-In-Chief within 48 hours. The official accessing the Match penalty is responsible for filling out and filing the Match penalty as follows: - Fill Out Incident Report - Incident Reports are at the rink - Ask Jimmy or Mike - Fill out the report complete. NOTE: There are (2) seperate reports, (1) for a playuer match penalty and (1) for a match penalty accessed due to Referee Abuse, make sure you pick the right one.
- File Report - Email the report to Art Kale and myself at the email addresses above with a brief description of the report within 48 hours of the incident.
- Phone Call - If you have time call me and let me know about the match penalty.
Game Misconduct - If you access a Game Misconduct add a seperate note on the scoresheet that will highlight the player team, player name and number and state that this player is suspended for the next game or next (2) games if it is accessed because of (2) majors in the same game.
OFFICIALS INFORMATION
USA HOCKEY OFFICIALS CODE OF CONDUCT As officials for the "Berrien Area Hockey Association" through our local referee association "Sunset Coast Referee Association (SCRA)" and our affliation with USA Hockey officiating standards, it is our mission to adhere to the following code of conduct as recommended by USA Hockey: All BAHA officials are governing members of a local officials association called "Sunset Coast Referee Association (SCRA). The referee association is affliated and governed by USA Hockey playing and rules standards requiring that each official be registered and certified each year to a specific skill level thru USA Hockey testing and certification programs. The local association will conduct official evaluations througout the year to USA Hockey evaluation standards.
USA HOCKEY REFEREE CERTIFICATION If you are interested in becoming a certified USA Hockey official the information below details the steps that need to be taken. We are always looking for new and expierenced officials so send us an emial if your are interested by clicking the link below and we will contact you about joining. 1. Referee Certification for Any Season - In order to officiate USA Hockey sanctioned games you are required to register and complete referee certification thru USA Hockey's officiating program. Registration and certification can be performed online thru USA Hockey website (usahockey.com) by following the officiating icons in their home page. A short description of the process is as follows: Attend Sanctioned Seminar - In order to be certified you must attend a USA Hockey sanctioned seminar. The schedule for the seminars can be found on USA Hockey website. For Michigan the southwest area is District 6. The seminar nearest to St Joseph is at Kalamazoo Wings stadium typically on a Sunday in September from about 8:30 am to 3:30 pm in the afternoon for levels 1, 2 and 3. The cost of the seminar is $10 and must be paid online at USA Hockey website when registering. If this seminar can not be attended, there are other seminars throughout Michigan and Indiana (in Jackson, Grand Rapids, South Bend, and Ann Arbor etc.) that may work better for your schedule. Check USA Hockey's seminar schedule for a complete list of times and places. We will be posting the seminar dates for Michigan and Indiana in August of each year on this web page.
Complete Open book and Closed Book Tests - In order to get certified the offical must pass an open book test and a closed book test, specific to the level being attained. The open book test is performed online on USA Hockey's website. It will range from 50 to 100 questions (depending on level) and a 90% score must be achieved to pass. The rules and officiating manuals can be used while taking this test online. The closed book test will be given at the end of each seminar for levels 2 and up. You must also achieve a 90% score to pass this test.
Certification - With the passing of the Open Book Test, Closed Book test, attending a seminar and registering with USA Hockey as an official, you will be given an officiating certification for the next year consisting of a crest (worn on the jersey) and officals card specifying your member number and the level attained.
